Live updates: Biden, in Poland, to slam Russia’s brutality in Ukraine; Putin speech attacks West

Russian President Vladimir Putin announced Tuesday that Russia would suspend its participation in the New Strategic Arms Reduction Treaty, the last nuclear nonproliferation accord it has with the United States. Putin’s state of the nation address to Russia’s parliament was also an attack on the West, which Putin accused of exacerbating the conflict by providing weapons to Ukraine.

President Biden is in Warsaw a day after a surprise trip to Kyiv. The speech he will give there is not intended to go “head to head” with Putin, national security adviser Jake Sullivan said, but will highlight the brutality of Moscow’s tactics in Ukraine.
